Scruggs announces his new employer's name

OCEAN SPRINGS - City Planning Director Donovan Scruggs said Thursday he is going to work for Tolar LeBatard Denmark Architects of Ocean Springs to do planning-related consulting work.

Scruggs, who became the city planner in 2000, said last week he would resign effective mid-January, but had not released the name of his new employer. Counting Scruggs, four city department heads have resigned this year.

The firm, which is responsible for Cottage Square, a development of Katrina cottage modular homes in Ocean Springs, intends to do more planning work for cities. They would function essentially as planning contractors.

"They wanted to expand into planning a little bit more and the opportunity for me to come on board was presented and we all feel it is going to be a great little venture," Scruggs said.

The A to F of SA's Cabinet

Who scores a D for leadership? Whose strength is her frankness? Whose department did move to clean up some of the mess of past years in 2006? Who is a pragmatist either in hiding or deluded about the power of the state? The Mail & Guardian presents its yearly, no-holds-barred Cabinet report card. This is part one of our Cabinet report card. Click here to read part twoThabo MbekiPresidentGrade: A- (governance); D (leadership)President Mbeki's grading reflects the dichotomy of the man. On the one hand, he is a strong manager and a good governor. On the other, he is a weakened and angry leader given to outbursts like the one earlier this month in which he (again) declared that those (unionists, newspapers and politicians) who complained about cronyism were part of an undemocratic alliance.GovernanceThere are serious deficits in various parts of the state, especially in crucial areas such as education (where standards are static if not in decline) and employment (where jobs are not being created nearly fast enough to sop up the masses without work).Mbeki runs a tight ship but some aspects, such as asserting better control and standards over the provinces, where most health and education spending occurs, is a hard task.

A killer's life

LANCASTER COUNTY, PA - VALLEY HARDWARE SITS on a rural hillside southeast of Strasburg. From its small parking lot you can watch the sun rise over the Amish farms that stretch toward Chester County. A German shepherd greets the stores customers.

Charlie Roberts, a 32-year-old truck driver whose 6-foot-2-inch frame had once served him well on the basketball court, slid from behind the wheel of a light-blue GMC pickup that clear Tuesday in late September.

The truck belonged to his wifes grandfather, Lloyd Welk. Roberts knew he could not use his own vehicle a two-door Jeep Wrangler to haul all the material he planned to buy that week. The Jeep would have been too small.

So, earlier that day Roberts had walked to Welks home, just a few short feet from his own front porch, and asked to borrow the pickup.
