FEMA: Miss. 'Katrina cottage' plans better than Louisiana's

BATON ROUGE -- Mississippi's proposals to spend new federal recovery money on quick-assemble "Katrina cottages" were more competitive than plans offered by other Gulf Coast states, FEMA said Friday, amid complaints that Louisiana's Hurricane Katrina victims were being treated unfairly in the division of the cash.

Mississippi will get $281 million through the $400 million alternative housing pilot program. Louisiana will receive $75 million to pay for the larger and more permanent modular replacements for cramped trailers provided by the Federal Emergency Management Agency.

"Had we strictly stayed with the competitive bid process that money would have all gone to one state," said Gil Jamieson, FEMA Deputy Director for Gulf Coast Recovery.

Modular homes OK'd by Kenner

Saying they would provide a cheaper and faster way for residents to replace storm-damaged homes, the Kenner City Council Thursday unanimously voted to allow modular homes in single-family zoning districts.

"The modular home industry has made some great strides," Planning Department Director Jay Hebert told the council. He said the modular homes, which are partially built in a factory, are "indistinguishable" from conventionally built homes.

They take one-third of the time of conventional homes to build, he said.

The homes would be allowed in the single-family residential zoning district, but only with council approval. An application to the Kenner Planning Department and the Planning and Zoning Commission would be required, with the final decision to come from the council.

Column: Emerging markets still beckon

This past week, Barclays Capital added an exchange-traded note that tracks the Indian stock market. ETNs are senior, unsecured debt securities issued by the London-based bank that are traded like a stock, and where returns are linked to the performance of a market index.

Philippe El-Asmar, managing director and head of investor solutions for Barclays Capital, said the Indian-linked ETN is for people that "understand emerging markets are more risky, but realize its a good way to diversify their portfolio." He said the company has seen increasing interest this past year for financial instruments that track Russia, India and China.

"We're finding ways for them to get easier access," he said.

And more are on the way. The New York Stock Exchange hopes to roll out new ETF products once it closes its acquisition of Paris-based Euronext NV.

Trinity Middle School breaks ground for $1.8 million addition

STAMFORD Â- Standing before a large yellow back hoe, Bishop William H. Lori prayed Wednesday morning for the success of a project, in the works for a decade, which will expand Stamford's only Catholic middle school.

" We dedicate this building to the education of young people," said Lori, before putting a shovel into the lawn of Trinity Middle School, alongside principal Father Cyprian LaPastina, Superintendent Margaret Dames and other Catholic educators from the region.
