Residents mailing in tax payments are reminded to have their payments postmarked no later than Dec. 31 to receive credit for this year.

First-half installments are due by Jan. 31 to the village treasurer. If a receipt is required, send a self-addressed, stamped envelope.

Walk-in payments will be accepted in the village office during regular business hours of 8 a.m. until noon Monday through Friday. The office will be closed Dec. 23 to 25. The office will also be open from 9 a.m. to 1 p.m. Saturday, Dec. 30.

Holiday trash and recycling pickup is scheduled for Tuesdays, Dec. 26 and Jan. 2. Christmas trees and wreaths will be picked up by village personnel on these holiday collection days and each Monday thereafter until mid January. Trees and wreaths may also be disposed of by dropping them off at the Village Garage during daylight hours and placing them in the brush pile.

Hi-Rail Modular Train Club will meet from 9 a.m. to 6 p.m. Dec. 2 and 11 a.m. to 4 p.m. Dec. 3 at Boys & Girls Club of Lake Station, 4700 Central Ave. Members hail from Indiana and Illinois and the public is welcome to attend and see the display of three rail model trains running together.

Groups to address lawmakers, Legislators will hear from sheriff ...

Private individuals and representatives from various organizations will be gathering in the Okeechobee county commission chambers at the Okeechobee County Courthouse, at 1:30 p.m. on Monday, Dec. 11, to present their concerns and requests for funding to the Okeechobee County Legislative delegation.

The legislative delegation representing Okeechobee County is made up of State Senator J. D. Alexander, State Senator Ken Pruitt, State Representative Frank Attkisson and State Representative Richard Machek.

In addition to funding requests from the city and county governments and the Okeechobee Utility Authority, Okeechobee County Sheriff Paul May and Okeechobee County Economic Council (OCEC) executive director Joey Hoover will address the delegation.

Mr. Hoover said his organization would be endorsing the agendas of the city and county governments and the school board.

Modular homes represent almost 8% of all new U.S. home sales, with nearly 43,000 of them built in 2004 alone. In the Northeast today, 10% of the houses constructed are modular. It is primarily the states of North Carolina, Michigan and New York that make up the most popular locations for modular construction.

Modular homes are manufactured in several sections at a factory. The factory environment allows protection against harsh weather and vandalism during construction. The quickness of the process also significantly decreases building costs. Even though these homes are factory built, it is possible to have these homes customized.

The latest in our occasional but continuing series of interviews with LA's architects, planners, politicians and thinkers who shape this city. Someone must have misinformed Ray Kappe, architect, academic and founder of SCI-Arc, about the importance of Curbed LA because he actually answered our emails and thoughtfully responded to our interview questions. Below, find his thoughts on sustainable architecture, the future of SCI-Arc, and why he rejects the "living legend" label.

So, let's start with the big question: what's it like to be a "living legend"? I have been fortunate and have enjoyed successfully practicing architecture for fifty-three years, with recognition, publication and design awards locally, nationally, and internationally; as well as having been involved in education for forty-four years, having been Founding Chairman of Architecture at Cal Poly Pomona in 1968 and Founding Director of SCI-ARC in 1972.
