Officials asks for funding; Legislators meet with local government

Okeechobee's legislative delegation was all ears Monday afternoon Dec. 11 as they heard the concerns and requests for funding from county and city officials.

Okeechobee County's representatives in the state legislature- State Senator J. D. Alexander, State Representative Frank Attkisson and State Representative Richard Machek made their annual trip to Okeechobee that day. State Senator Ken Pruitt was absent.

Speaking for Okeechobee County was county administrator George Long. He presented six requests for appropriations. At the top of the list was a request for $1,800,000 for wastewater system expansion and improvements.

Mr. Long is also chairman of the board of directors of Okeechobee Utility Authority (OUA). He said that OUA had worked hard to secure developer cooperation for expansion of the utility's wastewater treatment plant.

Column: Emerging markets still beckon

This past week, Barclays Capital added an exchange-traded note that tracks the Indian stock market. ETNs are senior, unsecured debt securities issued by the London-based bank that are traded like a stock, and where returns are linked to the performance of a market index.

Philippe El-Asmar, managing director and head of investor solutions for Barclays Capital, said the Indian-linked ETN is for people that "understand emerging markets are more risky, but realize its a good way to diversify their portfolio." He said the company has seen increasing interest this past year for financial instruments that track Russia, India and China.

"We're finding ways for them to get easier access," he said.

And more are on the way. The New York Stock Exchange hopes to roll out new ETF products once it closes its acquisition of Paris-based Euronext NV.

Affordable housing: Builders step in to level the field

Megan Derr and her husband, Michael Derr, had been on a discouraging, year-long house hunt before they found someone who could help them.

The Derrs, 21 and 19, respectively, have two small children. Their combined income is between $23,000 and $24,000 a year. Like most people in the coastal Carolinas whose annual wages are in that range, the best they could envision was rent-subsidized housing.

But with the help of a federal home-ownership program and a willing builder, the Derrs now find themselves living a dream. They should be in their new house by next summer.

"We thought we'd never get a break," Megan Derr said.

Home ownership in Brunswick, Horry and Georgetown counties is an elusive goal for most people whose income is less than $40,000 a year.
